Clive Sparrow (Client Service Director)

Clive is the Director responsible for financial consultancy services for Central Government Departments and their Agencies.

Immediately before joining Grant Thornton, Clive was Director of the central efficiency team in HM Treasury, who supported and challenged Departments to deliver annual efficiency gains of £26bn and associated headcount reductions as part of Europe's biggest change programme. He led joint priority reviews of key risk areas and reported progress directly to the Prime Minister, Chancellor and Chief Secretary to the Treasury.

Clive's consultancy experience includes business case preparation; risk assessment; cost reduction and value for money improvement, advice on governance and delivery of transformation; financial management; performance measurement and benchmarking; and major programme management.

Experience


Advice and assistance to a government department on the proposed merger of two NDPBs to achieve both back-office savings up to 30% and better service outcomes. This included preparation of a final business case for HM Treasury approval, and advice on strategy, legal structure and governance arrangements.

Advice to NHS London on the development and implementation of a strategy for getting the best from their extensive portfolio of property assets; the aim is to realise opportunities to unlock the value of underutilised estate. Deliverables include a value for money assessment and option appraisal, an implementation plan and financial model, advice on commercial structures, strengthening performance management, and incentives and risk assessment.

Advice to government on governance arrangements for the London Olympics legacy, including a review of existing best practice and detailed design covering staffing and resource requirements, roles and responsibilities, stakeholder management, involvement of the private sector and a transition plan.

Advice to an NDPB sponsored by DCMS on the governance and delivery of a major business transformation project.

Advice to the Water Industry Commission for Scotland on regulatory strategy, and organisational design and objective setting for the new Office. Currently assisting with implementation of market competition and regulatory strategy formulation.

Advice and assistance to an NDPB sponsored by DCSF on financial and contract management in connection with commissioning. Deliverables were a Board report on the key issues, an action plan to address them, workshop facilitation and implementation support.

Conducted a value-for-money review for a Government Agency of a publicly-funded Company Limited by Guarantee to establish areas of savings and efficiencies that can be made. A critical aspect of the review was to engage the executive team to ensure a successful outcome in terms of securing real savings.

Recommendations on organisational improvements and more efficient business processes for Transport for London. Deliverables were a list of recommended initiatives and a detailed implementation plan.

Design and implementation for the Chartered Institute of Public Finance and Accountancy of organisation restructuring.

Business planning advice and implementation assistance to an international transport group including due diligence, post-merger planning to address HR and change issues.

Project management assistance and training for a financial services group in connection with the successful implementation of its corporate strategy. This involved an extensive programme of organisational and systems change.

Conducted a best practice regulatory study for government on the corporate governance arrangements for post and telecoms, and the regulatory framework of the postal and telecommunications industries. This included research into competition policy.

For utility regulators in the UK (including Ofwat in Birmingham), Europe, Australia and Latin America, advice on setting up and efficient operation including:

  • Structure, design and project management of price reviews
  • Analysis of efficiency and financial ratios in industry price reviews
  • Developing information systems for regulatory offices
  • Advice for references to the Competition Commission.

Financial management roles in local government including capital programming and budgeting; financial modelling; economic and financial appraisal of large capital projects; and internal audit.
